WHAT IS A “DISADVANTAGED COMMUNITY”?
A population census tract that meets the CEJST threshold for a disproportionate pollution, climate, energy, housing, or health burden, AND
Is designated Low-Income, where the 'poverty rate' (the number of households in poverty) is at least 20%, OR
Median family income does not exceed 80% of statewide OR metro area median income (whichever is greater)
40% of the overall benefits of certain Federal investments, i.e. IRA/BIL* benefits such as..
• Clean energy and energy efficiency
• Training and workforce development
• Affordable and sustainable housing
• Clean, affordable, equitable transportation
• Remediation and reduction of legacy pollution
• Critical clean water and waste infrastructure
must flow to “Disadvantaged Communities.”
